Bhubaneswar Development Authority (BDA) was constituted in the year 1983 under the provisions of the Orissa Development Authorities (ODA) Act, 1982 taking 115 revenue villages of Bhubaneswar , Khurda and Jatni area under its jurisdiction. During last decades, the city of Bhubaneswar has undergone rapid economic, demographic and industrial growth. In order to accommodate such growth, 58 more revenue villages were added to the area of the Authority over the years. At present, the development area spreads over an area of 393.57 sq. km.

PLAN DEVELOPMENT
From its inception, B.D.A is continuously working in various fields to bring a balanced development. While attempting to solve the basic needs of the human being i.e housing, B.D.A has developed a number of housing colonies for all income groups in different parts of Bhubaneswar and adjoining towns of Khurda & Jatni. Besides, it has also generated self employment opportunities by constructing market complexes in different neighborhoods and city centers. To transform Bhubaneswar to a green, beautiful and environment friendly city, the Authority has developed a number of parks and undertaken plantations at various places. The Authority has not only limited its activities to housing and commercial development, but also to improve infrastructure for achieving better quality of life for its inhabitants. The important projects in this regard include water supply, drainage, sewerage, and transportation, social facilities etc. It has also displayed its concern on protecting and developing the environment in and around heritage areas of the city. Since no development can be achieved without having proper planning and management, B.D.A is continuously working on various development plans for an over all development of the city.
