Bhubaneshwar Development Authority has committed investment of about 2 crores each for Khurda and Jatni Municipalities to improve infrastructure of these two cities so that these towns can progress in the same pace with Bhubaneshwar. It has also taken up widening and construction of many master plan roads in Bhubaneshwar City to improve connectivity and open up new areas. For the first time, an integrated project over about 25 acres of land in Mz:Gadakan is being implemented under the PPP mode with the provision of building/house for rehabilitating slum dwellers by availing the Government grant under the Basic services for Urban Poor (BSUP). BDPA is witnessing a huge housing shortage. To meet housing needs, BDA is taking up large number of housing projects under PPP mode to augment the housing stocks for all sections of the society by giving more emphasis to housing for the lower and middle income group of people.
Comprehensive Development Plan has emphasized for development of new housing colonies and new Integrated Townships in the extensive development zones. BDA has taken steps to develop a Satellite Township over an area of about 1200 acres in Jagasara, Jagasarapatna and Madanpur mouza of the BDPA. The IL&FS IDC has been engaged as Consultant/Advisor to this project. Substantial work like topo survey of the entire township area has been completed. About 94 acres of Government land has been leased out in favour of BDA. The land procurement policy is being prepared to procure private land lying within the township area. This integrated township is expected to provide housing around one lakh of population for all sections of people with modern amenities. Slums are other major concern. Unless the issue of slum is addressed in the right earnest, many developmental initiatives may not be successful. An integrated and holistic slum rehabilitation and development policy has been formulated which is under active consideration of the Government. Once this policy is put in place and integrated slum project is taken up we can rehabilitate and develop the slum in a planned manner. To make ecological balance and to provide a green environment to the citizens of the Capital City, BDA maintains large number of parks in the City including Biju Patnaik Park, Indira Gandhi Park, Mahatma Gandhi Park and Buddha Jayanti Park to name a few. This year BDA is going to take up development of large number of big parks to make the city green. More than Rs.5 crores has been earmarked for investment in this financial year for development of open spaces and parks which is unprecedent and a quantum jump in comparison to earlier allocation which was limited to about Rs. One crore only. The budget for the year 2010-2011 of BDA has been substantially enhanced to Rs.255 crores from the revised estimates of Rs.107 crores for the financial year 2009-2010. As a pro-employee policy, BDA has implemented for the first time a Group Superannuation Scheme with the LIC of India to provide pension benefit to its employees. Also a large number of pro-employee policies like payment of arrear and current salary as per the recommendation of 6th Pay Commission, payment of additional benefit like BDA group gratuity benefit scheme, enhancement of allowances of NMR and DLR employees have been taken during this current year.
